The Belgians, anticipating this, had already founded an association with this name. They now offered their organisation as a framework and invited everyone to join.

Finally, cooperation in the EUCD framework did not in practice mean formulating, and certainly not implementing, practical policies with substantive content. Rather, the organisation served as a forum to exchange thoughts and information, to formulate ideas and strategies, and to forge a certain consciousness and consensus. One substantial innovation was that the EUCD, unlike the NEI, specifically took into account the possibilities offered by the now-functioning European institutions.
